Would a Miscarriage Trigger a Homicide Investigation in Florida?

A florida bill states:

The Legislature finds that all human life comes from the Creator, has an inherent value that cannot be quantified by man, and begins at the earliest biological development of a fertilized human egg.

personal liberty is not a license to kill or otherwise destroy any form of human life…

Rep. Charles Van Zant, R-Keystone Heights, the bill’s sponsor, said:

The bill recognizes that both the mother and the baby are citizens of the state of Florida … and we are therefore compelled to protect their lives.

How far would this go? Does this mean that a cigar smoking detective wearing a raincoat who drives a beat up car could earn a living probing uteruses? Could a terminated pregnancy provide inspiration for a whodunnit novel?

Wouldn't this also allow an expectant mother to claim her fetus as a dependent? Also, if the fetus developed a complication that killed the mother does being a Florida citizen mean he/she could be charged with murder?
